GM Recap of 8.22.23 CDD Board Meeting
On August 22, 2023, I attended the regularly scheduled Julington Creek Plantation Community Development District (“District”) Board of Supervisors meeting with four Board members in attendance and a handful of residents in attendance. The intent is for the General Manager to provide a mostly regular brief recap of the monthly District Board meeting.
The Board received updates from the Brightview landscape maintenance team. The District considered publicly bid proposals for landscaping and awarded its contract to Brightview.
On the proposed Plantation Park and Aquatics Center Renovation Project (together, the “Project”), several items were discussed and action taken. They were:
- A presentation was given by ELM, the District’s architect of record, and Nine Oaks Development, Inc., that serves in the role of Owner’s Representative (together, Nine Oaks and ELM, “Project Representatives”) in conjunction with the design and construction of the Project.
- Project Representatives gave an update on the projected construction timeline. Given current design and permitting schedules, the construction schedule continues to be in flux, pending coordination with the District’s publicly procured Construction Manager (Ajax Construction). More to come next month on anticipated timeline updates to the construction schedule and staff will ensure residents are well informed along the way. At the next Board meeting in September, Project Representatives will provide an update on milestones and timelines associated with both Plantation Park and the Aquatics Center.
- ELM gave an update on the status of design documents for the Project. The Board further discussed possible site locations for pickleball courts. England-Thims & Miller, Inc. discussed potential existing District-owned locations.
- Aquatics Center:
ELM has advanced the Aquatic Facilities Buildings and shared sketch up models. Interactive design changes occurred over the month to advance the building designs based on Board feedback. Specifically:
o Main Entry Building - Major design changes have taken place on this building. Elevations and layouts were adjusted to better integrate the structure into the overall site.
o Shade Pavilion - Minor detail adjustments have been applied and a screen wall has been added to the back of the structure to screen the pool equipment yard.
o Restroom Building - The building elevations have been developed. Interior circulation refinements have been applied to the laundry area.
o Slide Tower - Plans and elevations were presented for the slide tower.
o Julington Bar and Grill – This design is still in development. ELM has had discussions regarding circulation with the food service consultant. ELM is reviewing the need for an office and received input from JCP management.
o ELM is continuing coordination efforts with Kompan to review play equipment selections and further refine the playground.
o The Picnic Shelters, Main Pavilion, and Lake Pavilion plans and elevations were further refined and discussed and pricing is underway with the District’s Construction Manager, Ajax Construction.
o For the next Board meeting, there will be schematic design pricing that will allow the Board to make a final decision on park components and design direction.
The Board then moved onto general business items. The Board considered the Engineer’s Reports required by the Series 2012 and Series 2016 Bonds, as required by each bond series Indenture. England-Thims & Miller, Inc. presented the reports, and the Board approved the reports as presented.
The General Manager gave an update on the tennis software through USTA and will have more of an update on its use and implementation at the next Board meeting.
The Board held is public hearing on the Fiscal Year 2024 (October 1, 2023 – September 30, 2024) budget. No members of the public provided any comments to the budget. The Board approved the budget, as presented, except for a reduction in landscaping recognized cost savings because of the landscape contract award made earlier in the Board meeting.
Staff (Field Operations Manager, General Manager, District Engineer, District Counsel and District Manager) each gave their general reports on the status of their assigned areas of expertise.
The Consent agenda was then approved (meeting minutes, financials/check register).
