District Charter
Julington Creek Plantation Community Development District is a local unit of special purpose government, authorized by Chapter 190 of the Florida Statutes as amended. The District was established on August 15, 1994 by Florida Land and Water Adjudicatory Commission rule, Chapter 42-T-11-13, Florida Administrative Code, as an alternative method of planning, financing, constructing, operating, and maintaining various public improvements and community facilities within its jurisdiction.
The District provides the ‘solution’ to Florida’s need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. Community development districts represent a major advancement in Florida’s effort to manage its growth both effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community’s facilities.
The mission of the Julington Creek Plantation Community Development District is to manage District resources while striving to balance the expectations of District residents and other paid members, in order to achieve the highest benefit for the least possible cost.
Principles
To achieve our mission, the Julington Creek Plantation Community Development District adheres to the following principles:
- Assure financial integrity by exercising the highest standards of financial stewardship and accountability.
- Construct the public’s business in a manner that is legal, ethical, responsive, equitable and accessible and open to all; recognizing that the District residents and business owners are the foundation upon for the establishment of the Community Development District.
- Evaluate and prioritize the needs of the community on a continual basis and during the annual budgeting process.
- Foster an accessible and responsive process for District resident and business involvement; actively seek and value input from the same.
- Improve District resident and business owners understanding of the role and structure of District governance and operations.
- Promote effective and responsive Board decision-making.
- Seek opportunities to collaborate with other public and private institutions in NW St. Johns County in order to save money.

Overview
A Community Development District is a special County taxing entity that provides funds for local infrastructure improvements and possibly recreational facilities. Julington Creek Plantation and River Oaks Plantation are part of the same Community Development District; however, some Julington Creek Plantation communities that existed before the Community Development District was created voted not to pay the taxes, and therefore, are not included in Community Development District membership. (An owner in these neighborhoods is not considered a Community Development District member, and may not use the members-only recreational facilities unless an annual recreational fee is paid).
So our Community Development District area contains most, but not all, of Julington Creek Plantation, and all of River Oaks Plantation.
Fees
The Community Development District fee is assessed along with regular property taxes. The Community Development District has a Board of five Supervisors who own property in the Community Development District area. The Community Development District Board of Supervisors operates under the Community Development District Rules and Procedure documents and its Supervisors are considered public officials, subject to both Florida “sunshine” laws and Chapter 190, “Community Development Districts,” of Florida statute.
Board of Supervisors
Board Supervisors must be Community Development Districts members (meaning they must own property in a Community Development Districts neighborhood). They are elected by their fellow Community Development District members as part of annual County elections. Supervisors are compensated for attendance at their Board meetings. Community Development District Board meetings are the second Tuesday of each month and are open to the public.
